Study on Dalit related Policies/Provisions, Implementation Mechanisms and Challenges at Government and Non-government Sectors to Address Dalit Issues
As a part of the DFID funded project, FDM carried out a policy study in close coordination with Dalit NGO Federation (DNF) on Dalit related issues. The objectives of the research were to document the existing policies and provisions relating to local development, health and education for Dalit and assess the adequacy of the existing policies to cater to their needs. Furthermore, the research also examined the implementation mechanism (structures, staffing and process) status of the existing provisions for Dalits. A constructivist approach was adopted given the exploratory nature of the study. Based on the approach, a qualitative study emphasizing on exploratory research design was adopted. As a part of the research strategy, social artifacts including Periodic Plans and the Ten Year Strategic Plans were reviewed, interactive workshops were held in Inaruwa, Nepalgunj, Paanchathar and Gaur and consultation meetings were conducted with DNF members and other non-government organizations working on the issues of Dalits. All of the qualitative data collected were synthesized to prepare a qualitative report providing recommendations for policy changes as well as implementation modality.
