Human Resource Capacity Assessment of the Government Entities (National Centre for AIDS and STD control, National Tuberculosis Center & Epidemiology and Disease Control Division)
FDM will conduct a HR Capacity Assessment of Government Entities (NCASC, NTC & EDCD) in the second quarter of 2018. The assessment is commissioned by Save the Children on behalf of Global Fund.
The assessment will aim at identifying gaps and strengths of the aforementioned government agencies pertaining to effective and efficient service delivery; especially in the federal structure. FDM will also provide assistance in developing a long term human resource plan to train, motivate, recruit and retain staffs of these entities based on the assessment.
Main Objective: To assess the existing human resources capacity of the government entities namely NCASC, NTC and EDCD, to manage, implement, and monitor the national programs including the Global Fund grant effectively and efficiently
1. To assess the existing organizational system and practices and identify challenges that limit the entities in managing, implementing and monitoring the national HIV, TB and Malaria program in the new structure
2. To assess the existing human resources structures and capacity of the entities and the major obstacles, challenges and limitations in managing, implementing and monitoring the national program
3. To recommend concrete actions required to address the capacity gaps which should cover the creations of any new positions, how these positions should be filled (i.e. expertise that would be hired) and how these positions would be financed
4. To recommend for the long term, feasible capacity building initiatives of these entities with the aim of building a self- resilient effective and efficient health system for the country.
